Budget

• Staff compensation benefits are now being correctly allocated on personnel line items. 
• Benefits now correctly appear as sub-items for personnel line items on the budget and as the Benefits tab on personnel line items when benefits are added by personnel.

User security

• Department Users who are Grant Managers now have full Grant Manager permissions on their assigned grants.
